Balancing Filter Case
Central Air not cooling?

Earlier today I noticed that the outside unit was making a lot of noise, I assumed it was off balance so went outside and tried to level it out, this reduced the noise but didn't seem to help with cooling, I just installed a new filter in case that was the issue but that doesn't seem to have helped either.

Is there anything obvious I can check or is time to call in the pros?

Probably nothing you can do. If everything is actually running, indoor fan, outdoor fan and the compressor then the problem is probably a refrigerant issue. Other than keeping the outdoor condenser coils clean and keeping up with your indoor coil by keeping the filter clean there is not much you can do.
The noise was probably sheet metal vibrating around the casing.
