What are the best Neutral density filters to buy? And how to use them?!?
What brand/type of neutral density filters are the best, and how would I set up my camera to work with them If I say wanted to take a 5 second exposure of the sea at sunset. Do I have over expose/under expose.
Are neutral density filters better with the square versions for the Cokin system, or round screw on versions.

Singh Ray, B-W, Hoya are all very good. Singh Ray has a variable ND filter you can turn to adjust it's effectiveness. Really a great filter, but VERY expensive, about $400 I think.
You do not have either under or over exposure with the filter. You have CORRECT exposure for the CONDITIONS. The filter is simply allowing you to darken the ambient light reaching the sensor / film without altering color. This of course can allow the use of a slower shutter speed or larger aperture as compared to using no filter in a bright scene. So you still have an exposure that is correct as far as the camera is concerned. It is, however, a correct exposure for the now darkened scene.
A screw in ND filter will darken the ENTIRE scene an equal amount. The square Cokin filter system allows you to place the filter effect into the scene as you need it, in other words, you may only want / need to darken the sky or only darken the land or water. You can also get screw in ND filters that are only dark on half the filter with a gradual lightening to no filter factor at all into the other half of the filter. These are called GRADUATED ND filters. The disadvantage of these filters is that the horizon in your scene is almost always going to have to be at near the half way point in the photo, and that is NOT the best composition.
But at any rate, when you use a graduated ND filter, either a screw in or a square Cokin type, you first establish your exposure for the ambient light without any filter in place. preferably in the area of the scene where the filter effect will NOT be. You set this exposure manually into the camera so it will not change. Then your filter is used to darken the area of brightness by the amount of stops for which the filter is rated.
