Focus Effect Filter

Do headers need to be cleaned? Does it help the engine run smoother?
I got a 2000 focus with 175k miles on it and it runs pretty decent. I have notice a steady loss in gas mileage from 32 (2 years ago when i got it with 90k miles) to around 26mpg.
I have done things like a SRI, removed AC, replaced spark plugs, filter, ect...
MPG is up to around 30 again, and i feels WAY more powerful after removing AC and putting the SRI on.
So i done basic things that a NON-car person can do.
I have read about upgrading the header, that it would also give my SRI more of a effect.
But do they just get dirty? Could i just open it up and sand down any rust?
Does it help? Does it matter? Should i ignored it? Should i buy a new one?
Thanks for any tips
filter = fuel filter.
I thought all cars have a header, that is what the cylinders go to and channels them to the catylitic converter and to the exhaust?

The SILVER part with the "no touch" symbol is it i thought?
No you can't open it up and just clean the header because I don't think you have one, unless you took out the exhaust manifold and exhaust system and put in that header.
One thing I would do if you haven't already is change the spark plug wires, especially in a car that is ten years old. Oil and moisture gets on the wires and they deteriorate and start leaking some of the spark.
