Is this accurate?
A Retrofocus lens design is basically an attachment that is added to the front of a lens for an SLR camera (usually a wide-anlge lens or even a 'normal' focal length lens) to DECREASE the focal length.. correct??
so it is the exact opposite of what a teleconverter/extender is?
is it ALWAYS an attachment? or are there lenses already designed this way? Of course wide angle lenses must already be a retrofocus design right? photographers aren't ALWAYS adding this attachment when they want to use a wide angle lens, are they?

Yes, I think you've got it. A retrofocus attachment goes on the front of a lens to decrease its focal length, similar to the way a tele extender goes on the back to increase focal length.
Wide angle SLR lenses are of necessity retrofocus designs, meaning they incorporate elements that function the same way a retrofocus attachment does. A retrofocus design is sort of the opposite of a telephoto, in which a negative rear lens group is used to create a long focal length in a shorter space.
