Which set would you get for a Canon Eos 40D for a casual photographer and what is each lens best for?

You need to decide what type of photograpy you will do most often.

I have not searched on the prices of these various sets, but I am betting the 3rd set is the costliest. That is because both lens have Image Stabilization. You have to ask yourself if you really need that or not. It will help if you plan on doing lots of dim light photos without flash.

.... otherwise....

I would go with the first set. The 17-70 2.8-4.5 is moderately fast and the Macro ability on both lenses can come in handy.

I would not go with the 2nd set as you would soon be buying another lens for wide angle coverage.
