The best and indeed cheapest solution for a portrait lens would be the 50mm f/1.8. Nikon has an AF_S version now I believe that would auto focus with your D60, or get the older copy and focus manually. On a crop sensor, the 50mm will act like 75mm short tele, and the wide aperture can deliver wonderfully shallow DOF for nice blurry backgrounds. The f/1.8 will be good for low light as well.

About the WA adaptor, they are pretty much low quality junk meant to separate new photographers from their money. Good for fun shots where the quality is not important. Not good for any sort of serious work. I have an older Nikon P&S that had one included. Fun. Junk. Simple. Real fish eye lenses are expensive. WA lenses are expensive. Tokina might be the best bet for a budget WA, the 10-17 for about $580 at B&H.
